Joeten-Kiyu Public Library Hosts First-Ever “Sensory Book-A-Treat @ My Library” Successful Halloween Celebration for Families with Children with Disabilities

SUSUPE, Saipan — The Joeten-Kiyu Public Library (JKPL) proudly hosted the CNMI’s first-ever “Sensory Book-a-Treat @ My Library” event on Saturday, October 25, 2025, from 3:00 p.m. to 5:00 p.m., welcoming 107 registered participants for family-friendly Halloween fun.

Designed especially for families with children with disabilities and special needs, the event transformed the Joeten-Kiyu Public Library into a mini-indoor carnival complete with seven themed library activity trick or treating stations, games, sensory-friendly giveaways, and a festive Halloween movie screening. Families participated in a variety of fun games and activities, including inflatables, cornhole, Knock ‘Em Down, Big Stack Tetris, Plinko, coloring stations, and arts & crafts. The program provided a joyful and safe alternative to traditional Halloween celebrations, offering children the opportunity to explore, play, and connect in a welcoming and sensory-sensitive environment.

“This event means so much to our family. It’s the first time my child could fully participate in a Halloween celebration without feeling overwhelmed. The library team made everything so festive and comfortable,” shared one parent of a participating child. Another attendee added, “It was amazing to see our kids smiling, laughing, and just being themselves. Thank you to the library for making this space possible.” Other kind words from our attendees are as follows:

    • “Looking forward to doing read aloud on Saturdays and also holding more peer support sessions on sensory-nights. “

The event builds on the library’s growing portfolio of sensory-inclusive programs, including the Sensory Family Engagement Corner and Sensory Night, which were created to ensure that all families—especially those with children with disabilities—can enjoy meaningful library experiences.

Northern Mariana Islands Center for the Book: Joeten-Kiyu Public Library, a Library of Congress Affiliate, Names 2025 Books for Youth and Adults in “RoadMap to Reading” National Book Festival Celebrates Local Literary Heritage of the States and Territories

[Saipan, MP]  Thousands of book lovers joined the Library of Congress National Book Festival in-person on September 6, 2025 at the Walter E. Washington Convention Center, Washington DC. This year’s festival theme “Uniting Book Lovers for 25 Years” celebrated the transformative power of books in all of us. Every year, the National Book Festival brings together best-selling authors, poets and illustrators with thousands of readers for book talks, panel discussions, book signings and other engaging activities from across the country and beyond to celebrate reading, literacy, authors, and community.

The Northern Marianas Center for the Book: Joeten-Kiyu Public Library shined at the Roadmap to Reading floor by proudly displaying the official book selections for 2025, representing the Northern Mariana Island’s local literary heritage. The 2025 Book of the Year titles selected were:

    • Håfa Un A’atan? by Dolores Ichihara Marciano. Illustrated by Rodante Guardas. Written in Chamorro with English translation, published by the Children of Our Homeland A.N.A. Project, the Library Friends c/o Joeten-Kiyu Public Library (2025 Young Reader’s Official Selection)
    • In Retrospect written and published by Juan Nekai Babauta (2025 Adult Reader’s Official Selection)

Dressed in Chamorro floral print with a Northern Mariana Islands backdrop featuring our CNMI flag, a beach scene and an ancient Chamorro latte house, Team JKPL proudly shared the warmth, culture, and hospitality of the Northern Marianas with thousands of festival attendees. The team included NMI Center for the Book Director/Library Director Erlinda C. Naputi, NMI Center for the Book Program Manager/Technical Services Librarian Beth Demapan, and NMI Center for the Book Administrative Manager/Administrative Officer III Vincent P. Sablan. Visitors were captivated not only by the books but also by the stories, language, and rich cultural heritage of the Northern Marianas, with many expressing interest in visiting the islands.

“We are thrilled to participate in the National Book Festival’s Roadmap to Reading,” said Library Director Erlinda C. Naputi. “It is a great honor to represent the Northern Mariana Islands in our nation’s capital. This festival provides a remarkable opportunity to celebrate literacy, connect with book lovers from across the country, and showcase the unique culture, language, and stories of our islands. Coming from such a remote Pacific community, we are humbled to leave a lasting impression and inspire others to learn about and visit the Northern Marianas. Congratulations to our 2025 Book of the Year authors, Juan Nekai Babauta and Dolores Ichihara Marciano. I am also deeply grateful to my hardworking team for their dedication and commitment to promoting literacy and cultural heritage. Thank you to Keith Sonderling, Acting Director of the Institute of Museum and Library Services (IMLS), who warmly expressed his admiration by sharing how he loves the Northern Mariana Islands’ Center for the Book booth. During the 2025 National Book Festival at the Washington Convention Center, representatives from the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and Northern Marianas staffed tables to promote their book selections and other literary works reflective of their unique locations. The area at the convention center where the 56 tables were assembled is called the Roadmap to Reading. This activity has been a part of the festival since 2002.

Dela Cruz (2022 Official Selection Adult) The Fundamental Issues Affecting the Northern Mariana Islands discusses in greater detail the political arrangement between the United States and the Northern Marianas. It highlights and discusses some of the fundamental issues affecting the Northern Marianas as a self-governing commonwealth within the American political family. The first set of issues includes its geographical isolation, small land area, small population, lack of natural resources, and lack of capital required for economic development. The second set of issues relates to local self-governance and matters of qualification and competence of the Commonwealth of the Northern Mariana Islands (CNMI) public officials, both elected and appointed. In order for the CNMI to succeed as a self-governing commonwealth, several fundamental matters have to be addressed and issues related to such matters have to be corrected by its leaders.

Joeten-Kiyu Public Library to Resume Normal Operating Hours

SAIPAN, CNMI – The Joeten-Kiyu Public Library (JKPL) is pleased to announce the reinstatement of its regular operating hours, effective Tuesday, August 19, 2025. The revised schedule is as follows:

    • Tuesday to Thursday: 10:00 AM to 6:00 PM
    • Friday: 1:30 PM to 7:00 PM
    • Saturday: 9:30 AM to 4:00 PM

Please note that the Joeten-Kiyu Public Library will remain closed on Sundays, Mondays, and all observed holidays.

Our dedicated and knowledgeable staff are always prepared to assist you with your library needs. The JKPL encourages all community members to visit during the newly reinstated hours to utilize its diverse resources, including books, periodicals, digital media, public computers, and various programs and events. Joeten-Kiyu Public Library (JKPL) Celebrates a Successful 2025 Summer Reading Program

[Saipan, MP] — The Joeten-Kiyu Public Library (JKPL) proudly announces the successful completion of its 2025 Summer Reading Program. With enthusiasm, creativity, and strong community involvement, this summer has been one to remember—for our staff, our partners, and most importantly, our young participants.

“To all the parents and guardians who entrusted us with your children—we thank you,” said Library Director Erlinda C. Naputi. “Your support allowed us to provide a safe, engaging, and meaningful summer experience that we hope left a lasting impact on their lives.”

Internet Camp: Learning Through Technology

JKPL’s Internet Camp wrapped up with an impressive 34 students enrolled across both Session A and Session B. Participants engaged in computer safety lessons and explored introductory coding games, creating a fun and educational environment that encouraged digital literacy.

Garapan Mihaville Estate Outreach Program: Creativity in the Community

The Garapan Mihaville Estate Outreach Program served 35 young learners, who attended with enthusiasm—even during challenging weather conditions. With the support of the Northern Marianas Housing Corporation, the program was hosted in a village space where children enjoyed painting, chalk art, sand art, and created their own power cord bracelets. Their joy and creativity truly “Colored Our World.”

Teen Service Program: Building Skills & Celebrating Growth

The Teen Service Program concluded on July 31, 2025, with 28 enthusiastic participants engaging in a dynamic series of hands-on activities aimed at building life skills and fostering personal growth. Highlights included a “Barista for a Day” experience at Latte Café, where our teens had the opportunity to view a fun work environment. Creative sessions featuring clay art, tie-dye bandanas, and custom button-making, as well as a variety of workshops and community service projects. The program culminated in a high-energy obstacle course hosted by Northern Marianas Athletics. Teens also had the pleasure of visiting the Office of U.S. Delegate Congresswoman Kimberlyn King-Hinds. Special thanks to Senior Policy Advisor Matthew Deleon Guerrero, District Director Paula Bermudes, Constituent Services Director Oliver Manglona and their team for coordinating the visit, warmly welcoming our group, and sharing insights into their work serving the community.

Participants shared overwhelmingly positive feedback. One teen remarked, “The staff are kind, and I like how homey the library can feel.” Others highlighted their favorite experiences: “My favorite part was my yummy free drink from Latte Café,” and “I enjoyed all the activities we did, even the games we played.” Another participant reflected, “I enjoyed meeting with old friends and making some new ones too.”

San Antonio Outreach: Learning, Creating, and Connecting

At the Fernando M. Benavente Memorial Library, also known as JKPL’s San Antonio Branch Library, 30 children participated in a three-week Summer Outreach Program filled with hands-on learning and creativity. Activities included chalk art, wood painting, tie-dye socks, bead making, bracelet crafting, and STEM-based experiments such as DIY slime and play-doh. An interactive presentation was also held by our special guest presenters, the CNMI Department of Fire and Emergency Medical Services.

To cap off the final day of our summer outreach reading program, we ended on a high note with a joyful completion ceremony, indulged in a fun game and ended with a cozy indoor movie celebration. The children basked in the pride of their accomplishments, enjoying well-earned prizes, sweet treats, and the magic of their chosen film. After a summer filled with stories, creativity, and connection, what better way to celebrate than gathering with friends for a good movie?

Even more exciting, this summer’s programs collectively made an incredible impact—between the Teen Service Program, Children’s Program, Early Literacy Program, Internet Camp, and Outreach Summer Program, we served a remarkable total of 1,475 children throughout the season including our spectacular student volunteers. The joy, engagement, and curiosity sparked over these past weeks have been nothing short of inspiring. As the credits rolled and the final treat was shared, one thing was clear: our young participants can’t wait to find new ways to color our world at the library.

These summer programs reflect JKPL’s ongoing mission to provide accessible, enriching, and educational experiences to the youth of our community. We extend our sincere thanks to all the community partners, volunteers, and families who helped make this summer one filled with learning, joy, and inspiration.

Official Statement on the Passing of the Honorable Governor Arnold I. Palacios

Joeten-Kiyu Public Library and the Commonwealth Library Council

It is with profound sadness and heartfelt respect that the Joeten-Kiyu Public Library (JKPL) and the Commonwealth Library Council (CLC) join the people of the Commonwealth of the Northern Mariana Islands in mourning the passing of our beloved Governor, the Honorable Arnold I. Palacios.

Governor Palacios was a dedicated public servant whose lifelong commitment to the people of the CNMI was marked by humility, integrity, and visionary leadership. His unwavering support for education, culture, and public service leaves behind a legacy that will continue to guide and inspire future generations.

Governor Palacios played an active and visible role in celebrating literacy and learning. He graciously participated in our annual National Library Week Proclamation Signing events, reaffirming the importance of libraries in public life. He championed cultural programming initiatives that preserved and promoted our rich indigenous heritage and ensured they remained accessible to all.

His administration’s support led to tangible improvements in library services across the CNMI. Under his leadership:

    • The Joeten-Kiyu Public Library received critical support for its solar power photovoltaic (PV) project, advancing our commitment to sustainability and energy efficiency.
    • Public libraries on Saipan, Tinian, and Rota saw upgrades in furniture and public-use infrastructure, creating safer and more welcoming learning environments.
    • Governor Palacios encouraged and facilitated professional development opportunities for library staff, helping build capacity and strengthen library services across the islands.
    • Governor Palacios actively supported Bookmobile Outreach Services, recognizing their vital role in reaching underserved and remote communities.
    • Governor Palacios stood firmly behind the continued operations and development of the Joeten-Kiyu Public Library, the Fernando M. Benavente Memorial Library(San Antonio, Saipan), the Tinian Public Library, the Antonio C. Atalig Memorial Library (Rota), and our Bookmobiles serving Saipan and Rota.

Governor Palacios believed in the power of libraries not only as places of knowledge, but as spaces of community, culture, and opportunity. His support has left an indelible mark on our institutions, our team,  and most importantly, the people we serve.

As we honor his legacy, we remain forever grateful for his enduring support and belief in the transformative power of literacy, access to information, and lifelong learning. We extend our deepest condolences to his family, friends, and the entire CNMI community.

May Honorable Governor Arnold I. Palacios rest in eternal peace. His vision and dedication will live on in the lives he touched and the libraries he helped flourish.

Joeten-Kiyu Public Library Celebrates the Successful Completion of Phase One of the 2025 “Color Our World” Summer Reading Program

[Saipan, MP] Hafa adai and Tirow, Marianas! The Joeten-Kiyu Public Library (JKPL) proudly announces the successful completion of the first phase of its 2025 “Color Our World” Summer Reading Program, held from June 17 to June 27, 2025. The program welcomed over 90 children during our ages 6–12 program, who engaged in enriching activities designed to spark creativity, promote literacy, and encourage community connection.

Children explored various forms of creative expression utilizing chalk, paint, markers, crayons, food coloring, 3D sensory textures, and hands-on STEM projects. These activities not only promoted academic retention during summer months but also fostered exploration through art and science.

In addition to indoor programming, students participated in educational field trips, including a memorable visit to the local fire station in Susupe, where they learned about emergency medical services, explored fire engines and ambulances, and interacted with firefighters and first responders.

Another highlight was the visit to Guma Sakman, where children experienced Chamorro cultural heritage and learned about the traditional Proa sailboat, guided by the passionate team from 500 Sails.

Throughout the program, children were inspired by engaging presentations from guest partners including:

      • Friends of the Mariana Trench
      • 500 Sails
      • CNMI Historic Preservation Office
      • CNMI Department of Public Safety Canine Unit
      • DLNR Brown Tree Snake Program
      • DLNR Sea Turtle Conservation Program

The program’s reach extended beyond ages 6–12. In the 0–5 age category, 40 families registered for our specially designed “Summer Learning Package-To-Go”, encouraging parents and guardians to bond with their toddlers through fun and educational activities. As of today, 10 completed packets have been returned, and the young participants were celebrated with gift bags containing puzzles, activity sheets, and mini plushies.

On the thrilling final day of the program, students were treated to an unforgettable experience — a special reading of “Hafa Un A’atan”, the beautifully crafted book written by Dolores Ichihara Marciano and vividly illustrated by Rodante Guarda. Adding to the magic of the moment, the story was brought to life by Rebecca “Becky” P. Cruz and children’s librarian Celina Foreman, who delivered the reading on behalf of First Lady Wella Palacios. The room buzzed with excitement as voices and illustrations danced together, creating a heartfelt celebration of culture, storytelling, and community. Shortly after the children were honored during a completion ceremony, where they proudly received their Certificates of Completion and goodie bags filled with fun and educational items. These gifts were thoughtfully distributed by several of our generous sponsors and community partners, adding a special touch to the celebration.

Following the ceremony, children dove into carnival-style games and activities, topped off by a surprise visit from fan-favorite characters Bluey and Bingo.

The energy was high, the smiles were wide, and friendships blossomed among the young participants.
